However, in order to be able to take full advantage of the adjustments, please refer to their technical data and user manuals. We here are discussing a number of typical settings having an impact on the quality of the image, both positive and negative. Such knowledge will help you achieve the best practical results of the camera operation. The impact of changes in camera settings will be demonstrated for ACTI cameras, but the rules apply to other types of cameras from different manufacturers.

Resolution:

The main parameter which describes image quality is its resolution. It says about how many points the whole image consists of. Of course, the larger the resolution, the better the image quality or larger area that can be monitored. In practice, the "gain" of H.264 in comparison with MPEG-4 ASP (bandwidth, file size, or transmission time) is about 30%.

Back Light Compensation (BLC):

This function is the ability of a camera to compensate the brightness of the subjects with a large amount of background light that would make it practically impossible to see any details of the subjects. Backlight compensation consists in adjusting the gain of the camera to improve exposure of the subjects that are in front of a bright light source. It allows to identify the foreground. Unfortunately, the background also becomes even brighter.

Wide Dynamic Range (WDR):

This feature of image sensors has been introduced relatively recently. It extends the action of BLC. Due to operation based on the analysis of exposures of single cells, at the same time it can brighten dark elements and darken too bright ones. The image processed this way allows to clearly see details both in the foreground and bright background.

White Balance (WB):

This is a function that influences representation by the camera all the colors, in reference to "white" color. In automatic mode, the reference point for white is the brightest point in the image. Because the camera often monitors an area where the brightest point isn't really "white", the colors in the image can be far from those we consider "real". The solution is to preset colors corresponding to natural or artificial lighting, as well as to save camera settings for a "white" pattern.

Automatic Gain Control (AGC):

The possibility of extending the time of opening the shutter allows to increase the exposure of the image sensor. This is a very useful feature in areas with low light, since a longer exposure time results in a brighter image. However, it is not free from drawbacks. The problem is blurring of moving parts of the image. This is due to the fact that the objects move significantly during the period of opening the shutter, being reproduced all the time. Another important limitation is the frame speed of the camera - the opening time cannot exceed the frame time.

Sharpness:

JPEG compression has a disadvantage - it generates blocks with undesirable texture. This causes strange patterns in the picture. The effect is particularly visible in dark scenes. The solution to this problem is to reduce the sharpness of the image. Reducing this parameter, you can smooth out the "noise" caused by the compression. Of course, too big reduction would result in a blurred image.

Digital Video Recorders are available as Standalone units or PC based units. Choosing which one is a personal preference, but I'll take this opportunity to point out a couple of things. Although many PC based Digital Video Recorders offer lots of added features and familiar use, standalone Digital Video Recorders are purpose built for the job and are considered more reliable and therefore less likely to fail. With PC based units we would strongly recommend the pc is used as a security device only and not used as a standard pc with surveillance, this should reduce the risk of failures.

Also if you are "PC savvy" and decide to buy a Digital Video Recorder PC Card and install it into your PC yourself, please check that you will not void your PC warranty before you do.

Last but not least, and this goes for all Digital Video Recorders, where possible try to use a purpose built hard drive. By this we mean that some people, to save costs, use a normal PC hard drive in a Digital Video Recorder. Unfortunately this usually ends up with the hard drive failing simply because a pc hard drive is not designed to be constantly "working" twenty four hours a day - seven days a week. Also please check the compatibility of the hard drive with your Digital Video Recorder, as some may require IDE drives, others SATA, and some may work better with Seagate, others Maxtor.

Ok, now hopefully you have a better idea about what a Digital Video Recorder is, and its purpose, now let's consider the Cameras.

For those who know little or nothing about what a CCTV camera is, or what it does.

CCTV Cameras are the "eyes" of a CCTV system, you place them inside and outside buildings to enable you to see and also record (via a Digital Video Recorder) what the camera is looking at.

Unfortunately that's where it stops being easy, we cant emphasize enough how you need to educate yourself as much as possible about what CCTV cameras are capable of and then look seriously as to what you want to use a camera for and what you need that camera to do. By this we mean there are literally thousands of cameras available nowadays, but this is because there are so many different situations where a camera is required that there isn't just one camera for all jobs.

So how do you go about choosing a camera, well you have to start with basics....

First where is the camera going? Indoors or outdoors? If outdoors use the weatherproof guide to choose what kind of an IP rating your camera requires.

Weather Proof Rating...

Weather proof is measured using an IP Rating, if a camera doesn't state an IP rating you can consider it is for internal use only.

IP Ratings Guide

The IP classification system designates the degree of protection provided by an enclosure against solid objects or water ingress.

There are always two digits in an IP rating, the first digit refers to the protection against solid objects (dust) and the second digit refers to the protection against water.

Dust Protection (first digit):

0 = Non-protected
1 = Protected against a solid object greater than 50mm, such as a hand.
2 = Protected against a solid object greater than 12.5mm, such as a finger.
3 = Protected against a solid object greater than 2.5mm, such as wire or a tool.
4 = Protected against a solid object greater than 1.0mm, such as wire or thin strips.
5 = Dust-protected. Prevents ingress of dust sufficient to cause harm.
6 = Dust tight. No ingress of dust.

Water Protection (second digit):

0 = Non-protected
1 = Protected against dripping water.
2 = Protected against dripping water when tilted up to 15º.
3 = Protected against spraying water at an angle of up to 60º.
4 = Protected against splashing water from any direction.
5 = Protected against jets of water from any direction.
6 = Protected against heavy seas or powerful jets of water. Prevents ingress sufficient to cause harm.
7 = Protected against the effects of temporary immersion in water.
8 = Protected against the effects of continuous immersion in water.

So for using CCTV cameras outdoors, I would recommend a very minimum IP rating of 55, but preferably 65 and above.

Once you know this, go to the area where you want to install the camera and look at what you want the camera to see. How far is the scene you want to capture from the camera? How big is it? Think about this and make sure you know what lens size you need to be able to see the scene you want at the distance it is away. There are many CCTV Lens Calculators on the internet to help you.

Consider, will you need to be able to see in dark conditions? Or only during the day time? If its needs to see in low light conditions, how dark does it get? Is there a street lamp near by? Or is there a security light on the premises? Go back at night time and see how dark it actually is, then use the Lux guide to see what kind of "minimum illumination" your camera requires. Keep in mind during the winter it gets dark very early, no good having a camera that's only useful during the summer.

Lux Guide:

0.00005 lux = Starlight

0.0001 lux = Moonless overcast night sky

0.001 lux = Moonless clear night sky

0.01 lux = Quarter Moon

0.25 lux = Full Moon on a clear night

1 lux = Moonlight at high altitude at tropical latitudes

Is the camera going to be installed in such a place it may be subject to vandalism? If so make sure you use a vandal resistant camera.

CCTV is the use of video security cameras to relay a signal to a specific or limited set of monitors. The first CCTV system was designed and installed by German scientist Walter Bruch in 1942. His system was used to record and observe the launch of V-2 rockets. Closed circuit television is very useful at launch sites because the cameras are able to be in closer proximity to the rockets than a human while providing a recording of the event that can be reviewed as often as needed.

It is essential to keep your motivation high. Read about the success of other small business and home business owners and learn what they did right. Duplicating someone else who has succeeded makes it easy to succeed yourself.

You may suddenly find yourself alone without the social support of colleagues and friends. Even persons you considered your best friends may avoid you if they feel you are in trouble. That is OK. You get to know who’s who in times of adversity. Learn to depend on yourself than outside support.

CCTV's - Closed Circuit TeleVision - or should that be Catches
Criminals, Thieves, and Villains - are a must for a secure home.
The modern cctv's come in all shapes and sizes from large,
waterproof, cameras for external use, down to mini 'spy' cameras
for covert use inside the home. They can produce high quality
pictures in either black and white or high definition color, and
are also available with night vision capabilities.

As the technology has advanced, the cost of these surveillance
cameras has decreased - even computer video cams costing a few
dollars can be used effectively in home security
installations.

As with all types of security installations, careful planning is
needed to decide on a number of factors:

1. What is your budget?
2. Decide what type of
system is to be installed.
3. What equipment is
required?
4. Where will the equipment be sited?

Budget - It is vital to decide on a budget so that you know the
limits of your spend. It is no good starting to buy equipment
and then later finding out that you've run out of money,
resulting in reduced levels of security.
Believe me, it is
more important to have a cheap (but reliable) complete CCTV
security system, than an incomplete system even if this system
has cost mega $$$$$.

What type of system - Do you go for a wired or wireless system?;
do you use a dedicated VCR system or one that is connected to a
computer? Color? B & W? Night vision? These aren't questions
that can easily be answered in such a short article. By
preference, I would always choose (unless circumstances dictate
otherwise) a wireless system (for ease of connectivity, and
concealment). Color is best as long it gives a good resolution.
Cameras with dual capacity for both normal and night vision are
ideal, but are that much more expensive. Find a good established
store - either bricks and mortar store or online store - who
will give good advice, and stick with them.
I would also
recommend using a computer program to deal with the image
capture. Home security cctv programs are now extremely
sophisticated. Do an internet search - almost all come with a
limited demo. Try them out. They should be able to cope with
multiple cameras. They should have motion detection. They will
then only record video footage when motion is detected, thereby
saving disk space. With the right program, they will then upload
the pictures to a website (which they can usually provide) - and
the program will email or phone you to warn you that motion has
been detected. You can then log on to the website and see live
images. You can be anywhere in the world. Amazing!

What equipment is required - this has been covered above. Again,
discuss your requirements with the store.

Where will the equipment be sited - Again planning is the key.
Externally, all possible entry points should be covered. The
security camera should be as high up as possible, and with wires
- if any - hidden. (I have a security camera hidden in a
birdbox, high up in a tree in my back garden covering the back
and side of my house!)
Internally, I use high definition
wireless spy cameras, which are high up and hidden as much as
possible. Ideally each CCTV should cover each entry point and as
much as the room as possible, but where limited by budget, place
them in rooms that need the most security.
Finally, the
Computer or VCR should be as secure and protected as
possible.

Remember that Security Cameras are just a part of home
protection, and should be used along with other devices such as
security alarms and lights.

What country will be the next to protect its citizens with CCTV?

England has settled into the concept of the government watching
them where ever it wants. In this island country, CCTV cameras
are as common as cracks in the sidewalk.

Movies, TV shows, and even books utilize the technology to
further their plots. In a 2006 episode of "Dr. Who," the British
version of CCTV is used to spy on the Doctor and to prepare for
his arrival.

As entertaining as it may seem, not everyone is enthused about
the idea of the government watching their every move.

On another island further south, the citizens of Greece are
struggling with this very issue - how much government oversight
is too much?

During the Athens 2004 Olympic Games, CCTV was placed through
the venues as part of a massive security plan. It was a
successful and safe Olympic Games without any major incidents
taking place.

When the Olympic Games were over and the tourists and athletes
had all gone home, the cameras remained. The Foreign Minister
Dora Bakoyannis believes that this system is no longer effective
and consistently under performs. He also believes that the
government should be as concerned for its own citizens as it was
for tourist during the games. This would mean and overhaul of
the current CCTV system.

The citizens of Athens don't seem to notice the surveillance
systems. Most believe that it is used mainly for monitoring

polled felt the government used the surveillance for both
purposes. Even more shocking is that only 26 percent wanted the
cameras removed.

CCTV is not likely to catch on in all countries. Places like the
United States, which traditional allow surveillance to protect
private business, balk at the expansion of the systems into
strictly government monitored cameras. Even during this era of
terrorism threats, some people are more interested in privacy
than they are in protection.

CCTV Takes Prime Time

There must be a little peeping tom in everyone - or at least in
the people who are watching television. The popularity of closed
circuit television (CCTV) and reality programs seems to prove
this to be true.

The phenomena started innocently enough with MTV's The Real
World. It seemed that the music station decided on a whim to put
seven strangers from diverse background in a house and just
start filming. The reaction from viewers seemed to shock

In no time, the airways were saturated with "live" television
programs. The more competition there was for viewers, the more

What is CCTV?

CCTV stands for Closed Circuit Television and is designed for a
limited number of viewers (in a controlled manner) as opposed to
broadcast TV which is designed for mass viewing.

It differs from broadcast TV because all the components are
linked together (generally by cables) to create a `closed' loop.

CCTV is often used in areas where there is an increased need for
security, such as banks, casinos, airports, motorways and
increasingly in public areas such as train stations and central
business districts in most cities.

Initially developed as a means of increasing security in banks
and other high risk businesses, CCTV is increasingly finding its
way into small business and homes due to its ease of

It should be noted that CCTV is not exclusively the domain of

capability of the installer, the warranty offered on the

that you need to export video onto a CD or DVD to give to the
police. At that time, how sure are you that the person/company

As a final note on potential installers - never ever choose an
installer that doesn't do a full inspection of the site in which
the installation will take place. If they haven't seen the site
they cannot know of any potential issues that may cause them to
need to adjust the price (always up) or take shortcuts that will
affect your systems performance.

staff that may use the system make the time available to be
trained. Don't skip this point as you have spent good money on a
system and you will need to use it at some point.

Misgoverning the poor.

The poor in developed countries like the USA and UK, honest and
dishonest alike, are handled only by the non-street-wise middle
class who run government departments and other bodies - ensuring
that the poor are generally badly mistreated and misgoverned.

Of course the poor in developed countries are a minority so that
democratic political parties may easily see their votes as
unneccessary, yet the poor are a socially significant minority
whose misgovernment can seriously undermine society.

Mishousing the poor.

Often the poor are housed badly as when new social housing is
produced in areas of severe affordable housing shortage like
London, it is often produced in the form of very big estates
with hundreds or even thousands of rented homes - generally with
a view to hopefully making some scale cost savings, although
that does not always result. Such big social housing renting
estates easily incline to being tenanted badly and managed
badly. Like private slums (and they do tend to become social
housing slums over time), they often concentrate problem
households including criminals in excluded sub-societies. The
large numbers of children and youths brought together will tend
to forming gangs that may be a mere nuisance or become more
seriously criminal. Of course these problems are not confined
only to big estates, wherever there are concentrations of poor
families then children with little indoors will take to the
streets and form street-gang sub-cultures.

Developed countries' social exclusion policies, by government
and by social housing landlords and other bodies, will hence
often need to especially address areas housing large numbers of
low-income families. However, those expected to produce such
social inclusion policies will generally be educated
professionals with little or no experience of living in social
exclusion housing, and they may commonly have correct general
theories but often be missing the correct practical detail
needed. Consultation with less educated low-incomed renters
themselves is likely to help only to a limited extent, and those
dealing with social exclusion housing need to find the tiny
handful of street-wise affordable housing professionals who
somehow do happen to have substantial experience of themselves
living in and raising a family in such low-income housing.

The UK is now making some limited attempts to copy the equally
limited US Hope VI scheme to convert big bad estate areas to a
mix of the unemployed, low-income earners and the better-off.
But this sort of housing inclusion move needs other non-housing
inclusion policies to be also addressed at the same time or they
are doomed to failure. The poor will have some good ideas on
practical solutions, but poor housing areas are also likely to
have an occasional housing professional resident. It is
undoubtedly preferable if all big new housing developments are
tenanted more reasonably, as by including a mix of some
affordable rent units, some sale units and some market rent or
near market rent units. Existing big social housing renting
estates will often need to be made mixed tenure and often also
need to have the proportion of unemployed households reduced.

The management and policing of poor housing areas is often
inappropriate, basically taking them as no-go areas, and it also
often attracts inappropriate solutions. Some support heavy
police presence and/or continuous CCTV camera use, while others
oppose both police presence and CCTV cameras as 'police-state'
intrusion. But most tenants in such areas favour a practical
position of both being always available but with just sufficient
police presence when needed and with CCTV cameras to be used
only some of the time as needed. On both police and CCTV
cameras, the extremes of 100% and 0% are generally not
acceptable - the right balanced uses of both is what is wanted
and needed.

Tenants can easily feel stuck in a big bad poor housing estate,
especially bad for children, if there is a local shortage of
affordable housing as in London. A transfer request may get the
reply "in about 30 years time", and they may be unemployed
and/or unskilled. Realistic transfer alternatives really need to
be found in these circumstances. And a family with young
children having to , or deciding to, stay on a big poor housing
estate should be advised to try to avoid their children making
friends with other local children, as by not using the local
schools.

Miseducating the poor.

Governments tend to treating older children like adults for
school attendance, bad behaviour and crime - but treating them
completely as babies for state money. Older children will act
adult whatever governments want, and poor children often take
over the streets and most schools - and they increasingly teach
successfully a pro-crime anti-learning anti-government lifestyle
that will threaten democracy if not properly addressed soon.
Older children need a much more consistent set of policies from
governments, treating secondary school children more like adults
for everything and one MUST is some pay for school attendance -
if necessary taking it from other family welfare payouts. This
will most directly affect poor children especially, but will be
better for all.

The many unneccessary problems of the honest poor may also
include eg having only black-and-white TV with few channels -
for which the UK has a mandatory license fee and not buying that
brings criminal prosecution (for being poor and not dishonest ?)
- and even those having such license are still harassed 'as
possible-evaders of the dearer colour TV license'. And eg if the
honest poor's children have no passports because they are
expensive then they cannot accept an offer of a free foreign
holiday.

Policing of the poor is often unhelpful to them rearing their
children to become honest citizens, with a real need for police
to greatly increase catch-rates for the main crimes of their
young children - street vandalism and shoplifting. Even a big
improvement in one of those would be a great help. Of course
street vandalism needs many more police on the streets. And
shoplifting needs an extensive police-run shop CCTV system for
smaller stores. It is catching child crimes early that needs big
improvement, not necessarily jailing children or parents.

Attempts at inclusion of the poor.

Many non-street-wise middle-class professional 'experts' may
claim that poverty is fine for children as long as they have
love - but poverty and social exclusion always do some damage
and good government should try to help minimise it if possible.
But affluent country governments have been increasing legal
constraints and sticks to beat poor children and poor parents -
as towards making parents smacking their children illegal. It is
largely poor parents who smack their children for misbehaving
mostly over having no money to buy treats to reward good child
behaviour ?! Increasing sticks for poor parents on parenting,
looks like a plan to take away all their children and put them
in government 'care' - a disaster tried and failed before in
many countries ! But middle-class run governments just cannot
understand how to best deal with the poor.

In developed countries like the USA and UK, the poor and other
minorities may effectively be excluded from obtaining reasonable
work, education, or holidays etcetera or generally equal
opportunity and fair treatment - and at the extreme a society
may treat some minorities as social Lepers and/or social or
political Scapegoats. This sort of social exclusion harms those
concerned, and making them anti-social also harms all of society
greatly. But can middle-class run governments ever learn how to
best deal with the poor ? Increasing their oppression only fires
increasing backlashes, but democratic political parties in
affluent countries mostly continue to ignore these major issues.

If developed middle-class government cannot find a way to better
govern the poor and other minorities, then maybe modern
government needs less middle-class officials. Maybe a third of
politicians should not be elected, but instead be randomly
selected from elector lists - but can any middle-class
politician such a constitutional change that might cost them
their very profitable job ?
